Do a lot of tweaking and testing, to see what works best for you.

Why don't you start at about 25.  Seems that is a good place to be to allow the entire sim to work well.  At least a starting point.  If all is working well there under the most CPU intensive and graphic intensive parts of the sim then you can go up until you get the lag.  Then you know what you can expect.  I would not expect 70 to work very well with your specs.  Start at the 25 and test at a graphic intensive airport and see what happens.

i useally play it at 20 FPS but it laggs but when i turn it up to 50 FPS it run fine with no laggs then i tune it to 70 FPS and it lagg only in mission when take off or in free flight when begin while push back
