Not necessarily. The British civil register started with G-EAAA in 1919. It ran to G-EBZZ and then started again at G-AAAA. It reached G-CBAA in 2001. The G is the only mandatory letter. Providing they haven't already been issued you can choose almost any registration letters you like these days.
