How can you add a tower an atc? So they will give you a runway.
Is it possible? I have AFX.

Open the airport in AFX. In the 'View' menu, click on 'Comm Frequencies..'. In the window click on 'Insert'.

(This quote from the AFCAD help file explains the 3 data fields.)

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
