government doesn't have money to cover roads?!

Looks like the government of USA doesn't have money to put asphalt on the roads ;D...Roads in USA are green in my sim! :-/

Asphalt is largely petroleum (oil) based.  The world is going green!

Or maybe your Sim time is set way in the future when cities are abondoned and desolate, similar to movies such as Resident Evil: Extinction, I Am Legend, and other 'end of the world' sci-fi movies.... ;D

Looks like global warming has flooded the SF bay area. ;D
