Filtering: Anisotropic <---- has to be TRILINEAR
AA: unchecked <---keeep it unchecked.

The driver profiles will make the game look far better and will run better too.

Thanks,now I get 13 FPS over Seattle downtown with 14% Car traffic,50% Airline traffic and 50% GA traffic. Disabeling all the traffic gives me only 2-3 FPS,so I decided to leave it. Autogen density I changed to dense. But Anisotropic filtering doesn't slows down my sys(I think),should I still change it to trillinear?

Forget it dude, most are happy with charlie chaplins 25 FPS :)
I had/have the same problems as you as I like flying jets at extremely low altitudes between buildings, under bridges and down yonder canyons.
For that you need a good FPS, like in FS2004 my system achieves an average of 75+ FPS here, which is great but in FSX......
I have a top end PC and Graphics card, and it struggles like hell.
I managed to get my FPS from 14 odd to 37+ but it is painstakingly hard to achieve that.
You need to follow NickN's advice to the tee, do not divert anywhere, especially as far as the nVidia 169.13 driver is concerned.
I also dumped my 500 gig NTFS hard drive and swapped it for a 160 gig FAT32 drive, that made a big difference when loading up.
Problem is 32 to 46 FPS was the best I could get but still had some jerk-jerk, shudder-shudder, shake-shake, and the tweaks only lasted for about 2 weeks and everything is back to 24 odd FPS again and dropping.
A small but useful tip, setting your scenery to Extremely Dense gives you a better FPS than Dense or Very Dense, the reason being Dense/Very Dense will draw like one big tree which struggles at low altitude, where Extremely Dense will draw 3 small trees in its place which updates much faster.

I do beta testing for a company and here are some of my screenshots where you can note the FPS I was getting.
All these were taken a 1500 feet except the 3rd one. (pictures reduced in size and quality)

My FSX Settings are as follows:

Everything on Ultra High then...
Target Framerate: Unlimited
Filtering: Anisotropic
Anti-Aliasing: on
Light Bloom: on
Scenery Complexity: Extremely Dense
Autogen Density: Extremely Dense
Ground Shadows: on
Weather: High
Traffic: All sliders to 50%

Playing with these settings made only small changes of FPS by 3 or 4 except when setting right down to medium or so.
Anyway for my flying requirements, I'm back on FS2004 again and I'm having great time :)
For curiosities sake I've ordered XPlane to see what its like :)

Unknown, a good thing is also to replace the default FSX AI traffic (which uses very heavy FSX default aircraft models) by an alternative AI traffic, like World of AI or something like that, that use specific AI light-on-the-FPS models.

If you're running the Nhancer profiles I suggested to you, then stay with trilinear... if not, then yes go to Anisotropic. 15 fps still is way low, something must be wrong. Sanfran should run similar to at Seattle, so I'd say theres addon scenery or something conflicting....... I'd change ur drivers to the newest ones!

And please try with a locked framerate and no Ai traffic!

That problem egsists everywhere,so I think it isn't add-on scenery prob.

I tried. With locked FPS I get 3-6FPS,where whith unlimited I get 13! :-/
With no AI I get extra +2,+3FPS.
I'd change ur drivers to the newest ones!
I'm afraid that I have the latest ones: GeForce Release 175 WHQL.
Btw,if I fly 100mi north of Sanfran,I get 50FPS with near to MAX settings.. :-/
I've tried to disable UTX and GEX,but I haven't got extra FPS..
