Bruce,
If this is a USB joy stick then shut off your PC and then uplug the stick. Plug the stick into an unused USB port and leave it for a minute or two. If you have more than one unused port do this once in at least two ports. After you have done this then leave the stick unplugged, turn on your PC and after it has booted then plug your stick in.
I have a Microsoft Sidewinder that I use to have to do this all the time on my last computer, not so much the one that I have now, but I still have to do it once in a great while. Back when it all started Microsoft Tech Support said that it had something to do with built up static, sounded like BS to me, but it worked.
