I will be flying, and when I want to zoom in or out it'll work fine, and then the next time the zoom buttons won't work. And then in a while they will again. Anyone know why? Thanks.

You modifiy the zoom with the + and - keys.
However, those keys are not specific to the zoom, they are used to increase or decrease any system that is currently "selected".

For example, when flying a prop plane, if you press "M" you will select the magnetos, and then pressing + or - will change the magneto position, switching ON or OFF the engine.

In order to select the zoom, you have to press the BACKSPACE key. This will select the zoom, and reset it to 1x. Then the + and - keys will modify the zoom, until you select another system.

To select "Zoom" just mouseclick somewhere in the aktive window.
