You must not have looked close enough:

The Traffic Database Builder Utility

You can use the TrafficDatabaseBuilder utility to customize the types of aircraft and routes flown by the AI (

"And you will need INFINATE patience to use TDBB"....a direct
quote from me :)

You will also wind up having to use other tools such as Airport Design
Editor, FSX Planner or the likes to be able to add parking to the airports
you are attempting to add AI traffic to since TDBB will fail to compile
your traffic files in the areas that it finds do not conform to it's overly
restrictive criteria.

I gave up on this "tool" a long time ago and instead reverted to TTools
based traffic files and FS9 to FSX traffic BGL conversion utilities. Not
100% FSX "compliant" but far less troublesome than trying to satisfy
Traffic DataBase Builder.

Some folks seem to have the patience to deal with it's restrictions
and quirks but I do not. Plus I found it's whole design to be rather
clunky and disjointed, as though it was designed by a commitee that
never actually met...YMMV...
