In the FSX texture folder, you will find a set of 15 texture files named 'VCRainMoving'. There is another set of 15 texture files named 'VCRainStopped'.
The problem with the 'rlvcrain.zip' package is that it only includes the 'VCRainMoving' texture set. This fixes the problem with the VC windows turning solid blue while flying & enables the rain effect, but does nothing when the aircraft is stopped on the the ground.
So I figured that if I ran the Flight1 utility which fixed both texture sets, but disabled the rain effect, I could simply install the 'rlvcrain.zip' texture set back into the FSX texture folder.
This combination enables the rain effect while flying, and still allows me to see out the VC windows while stopped on the ground.
The rain effect doesn't work while stopped on the ground, and the transition from stopped to the effect working is instantanious, and not gradual, but oh well. It will work for now
