Another dumb newbie question

I'm trying to learn what settings control what and I've got just about everything figured out except for Global Texture Resolution.

What does Global Texture Resolution effect and how does it differ from the one that's just Texture Resolution?

The texture resolution defines how precise the texture on the ground should be.
The global texture resolution is some kind of general -universal- texture resolution limiter for all the objects of the sim.
If you try to lower it to the minimum, normally you should notice that the textures of your plane got blurry.
Correct me if I'm wrong.

Daube is correct. Texture resolution deals with just the ground textures and how sharp they look. Global texture resolutions basically deals with everything else. If you reduce it you will notice your aircraft, autogen, tree, scenery, just about every texture will reduce in quality.
