Radar for aviation aircraft FSX

Did you edit the radar into the Panel.CFG File?

You must open the radar from the menu bar on top screen under instruments, if I am not mistaken.

If that does not help then u must make sure you added the right window number in the Panel.CFG File eg.

window05=Radar at the top of the panel entry THEN

at the bottom of the CFG

[Window05]

and then the script.
