First of all, SP1 was seen as a miracle cure for extremely stuttery and otherwise poor graphics, and other problems that people have come up with.
DX10, however, will only be avaliable to those who are running Windows Vista, and using a DX10 graphics card, meaning less people will be excited about it. Also, it's not exactly going to be completed soon, so no one is really constantly thinking about it.
The release is roughly at the end of this year.
FS Water Configurator+ has new modifications in the works, plus DirectX 10, Service Pack
1, and Radeon HD 3+ Series support.
