1. Captain, if the problem is not entered into the technical logbook.........then the aircraft does not have a problem.
2. And, if you have time to write the fault on a napkin and attach to it to the yoke.........you have time to write it in the tech log....see point 1.

I'm not 100% sure about the runway, but I'm sure and verified personnaly that FSX introduce a difference of grip between the various types of surface. I tested it with a car: on the normal road it would break normally, but on a snowy surface (I was driving on a mountain road) I could not brake at all, and turning was quite dangerous as well.

So I imagine that wet runways will affect braking as well, just like snow does.

Yes, snow and water on the runways do make a difference in braking indeed.
