You can use the same key on two different installs at the same time, say on your laptop and desktop, but if you went to install it on a friends PC it wont work unless you uninstall it from one of your computers. You can install it many times with the one key, just not more than two separate installs at once.

If you have legitimally purchased a copy you should be able to install it as many times as you like, you may just have to call Microsoft each time. There is no way that a piece of software will limit how often you upgrade your own PC.

I understood the original idea was to be able to install it on two separate machines (for example: desktop PC & laptop) but only use one at any time. That's how I interpret the underlined conditions on Ravang's image.
