What would you do in Single Player as ATC anyway? The AI traffic aircraft already break rules! I heard ATC shouting at AI that it wasn't cleared to land once.  :o That was weird.

There is one thing you can do and that is observe ATC. You can not interact but you can follow the entire process.
How?
Setup a multiplayer game (on a LAN will do) with you acting as ATC at an airport of your choise, then save it this game.
Quit multiplayer and load up your just saved ATC "flight". Once ingame, you are sitting in the tower, with all possible view options on, looking at what an ATC controller does and see. You can't interfere but you can follow it step by step.
