Is the MIS always governed by the [Reference Speeds] section of the Aircraft cfg file?

The .air file also plays a role in this setting. And so does the actual weight of the aircraft.
But the reference speed is the guide line speeds will not fluctuate much past these numbers without causing damage or a crash. 8-)
