Your graphics card does not support it. My old computer had an old card and it was good, but didn't support reflections, new computer, new card, beautiful reflections  8-)

Your video card could very well be your problem. And more system ram would not hurt either. 8-)

FS2002 and FS2004 water is different...You might have an integrated video chip...Most of those don't really support the true DX9 features... ;)

In the ATI setup have you enable reflective textures? Also have your checked your fs9.cfg?

Don't knock the old 440, I had one of those as the first graphics card in this computer and once I'd done the old 440 mod it worked great in FS2k2 ;)

Silly question, but one that hasn't been asked yet......in the display properties of the sim, have you tried moving the water effects slider to high? (Again, it's sounds like a dumb question, but I try not to assume anything) If you did, and it didn't stay there, then yes, your video card isn't DX9 compliant.
