I highly doubt this will help, but possibly try to download DX9 from MS and reinstall it. I don't know though. Other than that, I'm stumped.

I run DX10...On a Vista machine...I guess if NickN or someone else sees this thread, they might be able to help...Otherwise...I'm stuck without FS9 :-/ :-/

All good suggestions so far. Only thing I can add is simple troubleshooting suggestions like rebuilding your FS9.cfg and uninstalling add on sceneries and aircraft. After that try the sim and see if it works. If it does reinstall each add on one at a time checking after every install until you find the culprit. I'd also try turning off any startup programs in the system configuration utility, reboot and try the sim. If it runs OK then try turning each startup program one at a time testing FS9 after each one. It could be that a program updated it'self without your knowledge and caused the problem. If all else fails try a system restore from the last system check point before FS2004 went bad.

Beyond that it's possibly time to reinstall FS2004 unless someone else can come up with further suggestions to try first.

The only thing I had added recently was the SimWings De Gaulle scenery...I removed that and the problem still persists...However, it's interesting to note that this only happens around the London/Paris area...I tried FS9 at Rome and it worked just fine...I'm guessing it might be something that in that particular area...The only trouble is, I haven't installed anything for that area besides the LFPG scenery which, even after removal, gives me 1FPS...The FPS counter does not budge above 1...As if something is bottlenecking it...It's really starting to piss me off... >:( >:(

I think you may have hit the nail on the head Did you use a installer to put the scenery on or did you do it manually.
If you used a installer these can overwrite files without prompting you and uninstall them will not all ways remove all of the files.
I would suggest you find your install CD'S  One of them will have the default scenery on it I am not sure which one. Once you find the default scenery un zip it to a folder outside of FS then just drag the folder named scenery over to FS and over write this should replace your files back to the default ones. If you have put any thing in this folder  back it up before you overwrite it.

Having learned lessons in the past, I always manually install scenery files into a temporary folder...Then, I manually drag and drop the folders into the appropriate places...The scenery did not contain any files that were to be added to any of the root FS9 folders...It was all supposed to be dropped into the Addon Scenery folder...Could it be a faulty AFCAD? I downloaded and installed an ILS fix for EGLC before installing LFPG...I'll remove that file and get back to you...In the meantime, I think I'll just have to shell out $8 for FS9 again... ::)

Okay...I tried removing the sceneries...I played around with the sliders...Even after all the sliders were to the left, I was getting 1FPS...Sometimes, I just F**KING gate FS9...Buggy software >:( >:( >:(

I hate to say it but I think you need to uninstall all addons and uninstall FS9 and install again, test it, and slowly add everything back in. Or, you could contact MS via live chat and they can do that Live Care on your computer and have a look around.

Go do a Live Chat. It's free. If FS9 is faulty then they'll send you another one for free. That's how I got mine. But, if it is faulty then you need to call them. (On a day when they aren't busy like monday morning, just to reduce the chances of being put on hold.) Do you run FS9 on another computer?

Have you tried messing with your NVIDIA (ATI) Control Panel\3D settings?

Nope...Keep in mind this only happens near London and Paris...I did a flight in Cloud9's Rome with everything maxed out and got the regular FPS... ;)
