How to create STARs?

... I have the fantastic LIRF-Freeware-Scenery designed by the ISD-Project, but I miss the STARs published by VATSIM Italy. Instead, FS9 provides different STARs for which I have no charts etc. So my question is: how to design and create new (resp. correct) STARs which are also offered by ATC afterwards and are to find in the GPS Appr. Mode? I tried AFCAD but couldn't find a solution there - do you have any input?

The easiest solution would be to fly online (VATSIM/IVAO)

You got it all wrong the quickest way I know to make stars is to hit yourself over the head with a object then close your eyes and you should see pleanty of STARS ;D ;) ;D :)
