Where is the initial FS9.cgf?

Where is the initial FS.cfg file located in the CD of FS2004?

It isn't.

It's created, based on default values and your system, when you install FS9.

If you want to return to an 'initial' FS9.cfg just remove the current one and a new one will be created when you run FS9.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.

C:\Documents and Settings\you username\Application Files\Microsoft\FS9\FS9.CFG

That's the location of fs9.cfg once it's created.
gpktm wanted to know where the default fs9.cfg was on the FS9 CD's, and as dave3u said, it is nowhere. FS automatically creates it (in the location you posted) if it doesn't find one at boot time. This newly created fs9.cfg will be 100% default.
