Question on HU-16 Fuel Tank Settings

Hi!  I've got a question about the fuel tanks entries in the Aircraft.cfg for the Greg Pepper HU-16 Albatross.  The fuel tank entries look like this:

LeftMain= 0.000, -16.000, 0.000, 400.000, 665.000
RightMain= 0.000, 16.000, 0.000, 400.000, 665.000
LeftTip= 0.000, -34.000, -4.000, 412.000, 400.000
RightTip= 0.000, 34.000, -4.000, 412.000, 400.000
External1= 0.000, -26.000, -2.000, 100.000, 580.000
External2= 0.000, 26.000, -2.000, 100.000, 580.000

fuel_type=1


OK, what is the final number for each entry doing?  That's the "unusable" fuel, right?  The fourth number for each entry is the fuel being carried.  What's supposed to happen when the unusable fuel exceeds the total tank capacity?  The engines start up and the plane runs OK (although its got some instability I'm trying to correct).  Anybody know why the unusable fuel is set higher than the actual fuel?

I have been flying the HU-16 and find no problems, however, my fuel tank
entries are not the same as yours.

Well yeah, it flies OK with the fuel settings given.  But those are incorrect numbers for an HU-16.  Because of the offset "zero cg reference", I think it has to have the fuel loaded to those unrealistic numbers to be able to fly stable.
