Most designers will let you know if you need to register a panel or gauge with fsuipc and will provide the key you need to use it with. I can think of at least one airbus That needed to be registered with fsuipc and the author provided the key along with instructions on how to register it with fsuipc.
But FSUIPC is not a needed requirement to use FS2004 or FSX
But like everyone else has stated some gauges need it in order to work correctly usually any RADAR or TCAS gauges will need FSUIPC in order to work. (TCAS = TRAFFIC COLLISION AVOIDANCE SYSTEM)
