Rendering and pulsating images in FS9

My friend that I fly with all the time has and is having issues with his FS9 display. His system is one we built with a PC chips board a 2 gig P4, currently his system only has 256mb ram but tommorow I am installing another 512mb, his video card is Nvidia 6600 series. The problem that he is having is that when his planes load they tend to expand and contract somewhat like they are breathing and sometimes the body panels don't line up or have different resolutions. He insists that this rendering is effecting the aircrafts flight dynamics (could this be true? I always thought that the cfg, model and air files determined the phsical flight aspects of FS9 aircraft.) His settings for the hardware inside FS9 are massive on the global 20 FPS targeted 6 mips and 7 for computer rendered light. I have tried everything to adress this issue and sometimes I can get it very close to what he is looking for but the problem soon comes back (we have all the updated drivers) I have come to believe that some of the problem lies in the scenery as in some areas he has added scenery to the game and it is at a different elevation then the base MS scenery (SDVR, Candian Mountain parks etc..) I also feel that his power supply is tragically under powered it is an old ATC power supply from a Dell and only puts out 240 watts, Could this be a problem. I understand that if the system requires more power than is availiable the power could fluctuate across the various components, could power fluctuation across a video card explain the pulsating rendering?
