I just checked the web page for FS2004 the system requirements or at least Windows 98ME. I know that there was not a lot of differances between 98me and 98se but it might be enough where it might be a problem. I would suggest you contact microsoft to see if this is the case there might be a patch you can install to make it work, NOT THE FS2004 PATCH but one designed for windows SE. 8)

I finally got it, while re installing the default textures I forgot the OceanFieldHeight thing, now I did it again and it seems to work, as long as I don

I think I once read something like you need DirectX8.0 or higher for the water effects. Does Win98 support DirectX?

Of course it does.
Direct-X is a MS interface that was first developed for Win 95. :)
