I'm talking out of school, so I can't say precisely how much "declination" figures into total variation, but from my RL experience in the US, I recognize those lines as the real variation found on aeronautical charts, and reflected in runway and VOR headings.
Exactly what goes on between South America and southern Africa, or NE Asia, is hard to say...
