What bgl file is avail for having correct runways (sydney) allocated for whether conditions........

i'm not really understanding your question. As far as I know the runways are correct (I fly out of kingsford smith quite often)

I fly out of there all the time. U never get allocated 7/25 in appropriate wind conditions.

airport BGL files and Weather have no relations except when ATC is involved. unless the runway you want is the only runway available, (which means closing all other runways) then ATC chooses runways for you depending on weather conditions.
