Probably the best way to get good frames in FS9 is to turn down those 3D clouds into Simple clouds...

...it goes like this........say you have the card as below..in the FS9.cfg DISPLAY section it will be something like this. Otherwise substitute your card.
[DISPLAY.Device.NVIDIA GeForce4 MX 420.0]
whatever your card is should be displayed here.
You delete this and replace it with a generic line for all Nvidea cards:
[DISPLAY.Device.NVIDIA Drivers on Win2K/XP]
