As for globally 'locking' the spot view, or any view, I know of no edit in the FS9.cfg for that. That info is saved with each saved flight (My documents\Flight Simulator Files\*.flt). So your best bet is to follow the suggestions made above.
Start a flight. Open the View>View Otions menu. For Spot view, uncheck the 'Gradual Transition' check box.
In Spot view move to your desired viewpoint angle, elevation and zoom.
Once you have things the way you like, save the flight, checking the 'make this the default flight' before saving.
Now whenever you load this flight your spot view settings will be there. It will also be there for new flights you create.
As for previously saved flights, you'll have to make the changes in each flight and resave.
