From the credits, the flic was shot in the Misty Fjords payware scenery (Holger Sandmann) which, besides the beautiful mountain scenery, provides the landable frozen lakes/rivers within its boundries.
The only freeware scenery with similar effects that I have seen is 'Finnice', which provides landable frozen water within its boundries, Finnland. This only provides the frozen water, not the outstanding mesh and textures like Misty Fjords.

If your looking for the spectacular mountains, Holger has several enhanced terrain mesh freeware sceneries here at SimV, covering western B.C., and northwest U.S.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
