FS9 scenery.cfg file?

On trying to install a scenery project one instruction said to make a backup copy of the FS9 scenery.cfg file. It cannot be found. My OS is win 98se. Can anyone tell me how to access it. Thanks ???

Scenery.cfg should be in the FS9 root directory folder. The default location is
