other players cannot hear my transmission

sound card= "Avance AC'97 Audio for VIA (R) Audio Controller"

The slides in TS are max, so is the PC volume. Can I improve it more so that I can be heard better?

Where can you not be heard at? Are you talking about multiplayer or what?
If this is a multiplayer issue what program are you using to talk with there are several out there TEAM SPEAK and SQUAK BOX are the most common Both of these programs have a setting that allows you to adjust both out going volume and incoming volume.
You also need to check out your audio controls on your system as these also effect your voulme.

TS=Teamspeak

As a server administrator, I've had this issue with people before, but usually they just can't be heard at all.  

If I remember correctly, go into the KEY SETTINGS menu, and click ADD.  Set up your keys and select SET VOLUME, and choose your key sequence to raise the volume 10%.  The last time I had this issue, hitting my "raise volume 10%" button over and over till they could hear worked real well.  Good luck.
