I don't think it should be time based, I think it should be based on when the advancing technology allows for meaningful upgrades to the program.

A two year minimum frequency would still be good...people invest too much time developing releases for the new product and there has to be allowances for the learning curve. :)

I agree with SilverFox. A time-minimum of 2-years is sufficient and sounds logical to me.

Besides, we developers sometime tend to take more than a year to finish a project. Well, most of us take about half a year, really.

Longer, as at the current state of affairs, there isn't a really big leap between them. For example, FS2002 & FS2004 are virtually the same.
