You have a couple of problems here.
First problem: TTools. It doesn't work for FSX, but its output traffic files do work if transferred under FSX. Unless and until a new and FSX compliant TTools version is made you have to install FS9 to create traffic with TTools there, and then transfer the traffic .BGL file over to FSX.
Second problem: AFCAD. If the military bases you want to populate are the "single runway with nothing more around" or the "complete with aprons, taxiways and all the nine yards but no parking was defined", every attempt of making traffic for said airport/bases will be poor as the inbound AI planes will have no parkings to stop at and will disappear right after having landed and the outbound ones will appear on the runway out of the blue ready to take off (not really the best thing). Under FS9 you can correct the outlay of an airport with AFCAD. Under FSX AFCAD 2.21 (the most up to date version available) does not work. Not only the program AFCAD doesn't work, but differently from TTools, the output files of AFCAD 2.21 are incompatible with FSX too. Solution? None. You (and the rest of the FS users) can only hope that Lee Swordy secides to return on his decision and make a AFCAD version for FSX too.
Of course, if you're sure that the bases you want to populate with AI have parkings already, the second problem does not actually apply to you. In this last case, simply install again FS9 and learn to use TTools.
