You can try using AFCAD to alter the airport to make sure both runways are available for landing and take off EX (10R&10L)
A lot of default airports that have twin runways only have one runway set as active.
Make sure you down load the correct version of AFCAD as there are two versions one for FS2002 and one for fs2004. 8)

What you have to do is start AFCAD then enter the airport code you want in the search box. Once it loads the airport  Select the LISTS menu at the top in afcad and highlight the run way you want to check then select properties and make sure the make inactive for landing and take off is not checked.
AFCAD has a good help file that explains how to use it. AFCAD is a handy tool to have around.
TAke a look at KSFO it has twin runways and both are active
at least they are in fs2004.
