Agrr I still cant add ILS to some airport

Like i said in many many times here, my country has in every international airport and ils system but microsoft ignore it,every time i add an ils to any airport the program expontaniuly came out,del caribe,in margarita,la chinita,etc has ils in real life and i can't add it with AFCAD 2 it makes my fs9 while runnig came out,and i need an expert help. please....

ILS can be added using the latest AF2 version
What the 'expert ' states in AF2 ReadMe:
"Changes For This Release 2.21
Navaids
AFCAD can now create, move, and modify navaids.  This includes ILS (LOC / GS / DME), VOR / DME, marker beacons (OM / MM / IM / BC), and NDBs." -- Lee Swordy, author AFCAD2

This is true with the new version of AFCAD you can add ILS runways to existing airports. But from what I have been reading the new ILS runways are used for visual approaches only if the weather goes downhill ATC will not use a newly added ILS runway with out having to make some other change. I beleive people are using xml to do this with I have been to busy to investigate this.  I have seen many AFCAD files on avsim stateing that the newly added ILS runways will now be used by ATC in bad weather if that is the correct runway to use giving the wind direction.
After down loading the AFCAD file you find two bgl files one created by AFCAD & one by what appears to be XML.

hey everyone.... as well as ALROT, my country was forgotten without ILS approaches..... i went to AFCAD 2.11 and added the missing ILS's but when on the Sim, i couldnt contact the ILS.... it was displayed nowhere in the airport info..... nowhere!!!!! plz help
