No, AFCAD can't change anything visually. For that you need a design prog such as FSSC or Airport for Windows.
Lots of guys post here looking for instant, easy results but there's no easy way to get into these progs other than doing the tutes and then getting stuck in. Sorry. It always needs effort to get anything out of real value. You'll do it like we all did if you are motivated enough! And there's loads of help available from each prog's own forum as well as from the great crowd here who have loads of experience.
Having said that it's not that hard - most people start producing stuff within a matter of hours - not weeks or months.
To get the latitude and longitude figures (for an existing airfield) is not that hard - you just use AFCAD in conjunction with your design prog and you can get the exact location of any point on the field. Once you've laid down the runway it's all downhill from there!!

There is (was?) a website called taxiwaysigns (or something like that) that specialised in producing sets of signs for the large, default FS2002 airports. If they are still around you could try downloading and installing their stuff if they have covered the airfields you are interested in.
