Well what happens is that when I make the changes on Notepad I get this message: "Cannot create the C:\Program Files\Microsoft Games\ Microsoft Flight Simulator X\SimObjects\Airplanes\tu-144\panel\panel.cfg file. Make sure that the path and file name are correct."

Unfortunately, no. I do not use Vista.

It's a common problem with Vista but this is the first time I've heard of this error message using Win XP. The way I've always done this is to right-click on the CFG file I wish to edit & select Open With. Choose Notepad from the drop-down menu. After editing the file click the X at top right to close the file. Save changes when prompted.

Always take a backup copy of files you intend editing first in case of mistakes.

PS. Make sure the attributes of the file you're trying to edit have not somehow been changed to Read-only. (This can happen if you burn an unzipped file onto a CD.)
Right-click on Panel.cfg & select Properties. If the Read-only box is checked then un-check it & click OK.

Correct me if I'm wrong but if I right-click on properties should the attributes be changed? Another possibility could be is that my computer might be a new one.

make a shortcut to notepad.exe and set to 'run as administrator'

And the reason you have 4 panels... there are 4 different FDE's (Tu-144S, Tu-144D, Tu-144LL and Tu-144D extended range) and 3 models (Tu-144S, Tu-144D, Tu-144LL)
