Flatten Terrain

I know this has probably been asked, but, Is there any way to flatten terrain using a program. I found how to do it on the Microsoft Web Sit, but I really dont like altering CFG files by hand. Thanks in advance.

In FS2004? Your best bet is probably to lay an LWM ground flatten polygon with ground2k4 or Sbuilder.
