Okay, so G-Max is the program that you use to make buildings and things with, right? Would it be possible to make up some fantasy buildings and scenery and put together a city in FS 2004 somewhere?

Sure. Just figure out the coords of where you want the city center to stand (use slew for this) and when you export from Gmax, enter those coords for the city center.
You might want to make each building or a set of buildings as different *.bgls so they will display gradually as you get closer, instead of all at once.

But if you want to make a city out of stock autogen scenery, that's a different story altogether . . .
