Do a search for CfgEdit. I think it is here in utilities and its also on avsim, flightsim, and fsfreeware.com. It doesn't reder or recognize xml gauges but my workaround is to substitute a comparable .gau gauge and then go direct to the plane's panel.cfg and manually type in the name of the xml guage I wish to use. CfgEdit does view virtual cockpit views in a panel but I wouldn't know how to use it to create one from scratch. If you can scrape up $39.99 USD you can order Abacus' panel software which is merely an updated version of CfgEdit which is able to recognize xml gauges and works better with Vcockpits. Just go to
