Scott. Try CfgEdit from the Panel Design section.
http://www.simviation.com/fsdesign_panels1.htmIt was developed for FS2000/CFS but will work well with FS2002/2004. It's all I ever needed for my own panels in all the M$ sims. Once it's installed select the FS2000 option from "Options/FS Mode & Root Directory" & point the path to the root directory of whichever sim you're working with. The only drawback is that it can't cope with XML gauges which shouldn't be a problem. These can be added manually to Panel.cfg later if you wish. Its big brother FS Panel Studio is fully FS2002-compatible but it's payware. Check out the developer's site for more details.
The UI is user-friendly & should be self-explanatory. It's best if you have a basic knowledge of panels & Panel.cfg. I would recommend starting by modifying a default panel until you get the hang of it.
