Repainting programs

Im looking for a good paint program that is VERY user friendly.

Currently, I have Pixia, Photoshop, and Paint.  I have no clue what im doing in Pixia and Photoshop, and I cant get the program to do what I want.  I just dont understand how to properly use the programs.  Ive tried a couple of tutorials, but I havent found any yet that help.

I like the ease of use that paint has.  I can basically create the effects I want with paint, however, the finished quality isnt very good.  

Can anybody help me out?  Freeware programs are also a bonus.

Therefore, your assignment -- should you choose to accepte it -- is learn to use either Pixia or Photoshop.

There are no other options. You either choose to learn how to use a paintprogram which supports layers or you don't.
