Not even for private use.....the modellers are usually quite clear, no decompiling and that means just what it says.
There various source model files availiable on some sites such as Freeflight Design shop.
Can't say off hand if there is anything of use to you there but if you know how to model, a couple of floats won't take long to make.

for the default c172(i will make a replica of the default but with floats.) if you cant i will just buy carendo c172 on floats

It's not possible to do that. Once it's a .mdl file it cannot be modified.

Why.....so after someone has spent over a thousand hours on a model anyone could just pick it up and use it

.......the fact you can't is quite deliberate
You want a model file then Gmax is free and there are an abundance of tuotials
