I'm trying to visualize your dilema..
I'm pretty sure you can accomplish just about any, complex animation with unseen parent parts; key-framing; and multi-axis animation.

Can you point us to any images that would let us know exactly what you want to do? I'm fairly sure the animations for the flaps will do exactly what you want. You do know there are keyframe animations for the flaps, yes?

locke if you have any of the f-14 you will notice that the flaps do not move till the wings are in there full open position this stop's any chance of the flaps coming down while the wings are in the closed position
as for the little winglets there selectable by the pilot in the f-14 a version or he can switch them over to the auto system to open or close at speed
the noraml aninamtion system does not work as i have been working on this for a while and have been informed its like the flaps system on the tornados that dsb/iris done
