Yep, I'm going to announce my stupidity to everyone...
Hopefully someone else can benefit from my costly memory lapse.
I forgot to install my Chipset drivers.
If that is the case... with ATI and AGP you must follow this order of install for max performance
1. uninstall video drivers, reboot into safe mode
2. use driver clean pro to do a flush of all ati drivers, boot into windows
3. Cancel out of any hardware found box
4. uninstall motherboard drivers, reboot... note: for RAID boot systems you must be careful to NOT uninstall the RAID drivers
5. Cancel any hardware found box
6. Install motherboard drivers, reboot
7. Cancel any hardware found box
8. install video drivers, reboot
9. Give the ATI system a chance to configure.. once finished, open the CCC and set up the video drivers.
10 REBOOT
