I've been working on my settings, but I still occasionally get things going wrong.

Get the latest nVidia drivers for your card, then clean out any spyware and viruses you may have. I just have the feeling you installed your card wrong. Defraging cant hurt ithor.

try a reinstall of windows if that doesnt work, the dell install may not like the card

I have the same set up as you, Dell 800, my vid card is Nvidea FX5200 256k pci and it runs like a dream. I don't know if it'll help you, but this combo in mine is phenomenal...P4 2.8 756k ram SP2 etc....

you have a decent pc, and i'm no expert, but i would run the game will global texture size at massive, and at least use a 32bit colour resolution.  If you don't see aircraft parts, try lowering the aircraft quality if the drivers don't fix that.  One way that usually doesn't go wrong is a reinstall though ;D

All the above suggestions are good.

Here's another. Try different drivers for that card. Newest drivers are NOT ALWAYS THE BEST!

You may also want to consider trying the OMEGA drivers. Very good....slightly tweaked drivers for Nvidia and ATI cards.
