Problems on startup ******FIXED*******

Well let me get into a little detail on what I did so far befoe the problem.
I had bought a Broadway casing with a 550W psu, that burns out I get the ANtec EA-650 PSU.
I put gt a Antec 300 case and had problems with the psu not working. Send it in for an RMA 3 weeks later have another EA-650 PSU. It does not work. So I go out and buy a corsair 750 W PSU. IT works on my system.
I hook my video card to my monitor but get no image. I hook an older stock GPU of the Dell C521 or something like that and no image.
BTW I am using a 4830 HD sapphire.
I think it may be my motherboard, but all my fans are working(including gpu fan) and the computer is starting up.
Is it possible for certain parts of the motherboard to short circuit and not other parts?
I am using a A74MX-K from foxconn


EDIT- Also, normally on starup my motherboard does 1 *beep* to let me know that it is working properly.

EDIT Again-
I think the faulty power supply may of short circuited my motherboard. Hopefully antec will refund this considering I bought a new psu that works. (Expect for the gpu not putting a signal out.)

Forgot to add this
When I do not have the monitor plugged into my GPU the screen button turns green and does the self check test. Plus like I said my motherboard isn't doing the *beep* it is suppose to do.
Plus I don't have any other monitor compatible with my GPU

EDIT found it, did a volt test with a meter and it is reading up to 1.4 and min ,089 will try that now

Edit again- it is not the battery, we had it on wrong setting
It is reading 3.04 Vs

another update:
We tryed a brand new clock bat. and no turning on.
My monitor is still doing self checks too btw, so I am sure it is the mobo...

Maybe... going to get a new one today... bad thing is I never upgraded from my stock RAM because of money problems, so I am having to get a DDR2 533 RAM support mobo. Only 2 at the local store near me... Now I will definitively not be getting that ram upgrade iwanted for a few months. And I still think the faultty PSU was the cause. It worked before the psu stopped working... Oh well.

Update: Tried a different CPU, a Different motherboard, two diffrent On boards from different motherboards I borrowed a monitor.
