Will any of the XP tweaks (per Doctor Nick ;D) be compromised due to the SP3 update?

Any other issues that need "attention"?

no, its not a problem

if you have been keeping up with Windows Update as you should have... you already have 90% of what SP3 provides.

Its not a performance update
