Every TIM has a different way to apply it. Some call for putting a half pea size drop on and letting the heatsink spread it and some call for spreading it yourself. It really dosen't matter much unless you need -1C or something. Also as a rule of thumb you want a VERY thin layer. Just enough to fill/bond the microscopic holes and gaps inbetween the HS and IHS. Anymore reduces heat transfer. Really it is hard to go wrong with a drop on the center and apply HS.
Many things have been used for TIM such as Vasseline and Toothpaste.
I usually use a credit card for TIM spreading. Its like a mini putty knife works great.
