Build it yourself, or buy from Dell. Preferably build yourself, but the stuff off ebay is usually just something someone slapped together to make a buck.

B.S.  I've bought a few off of eBay, never had a problem. About half were name brand and the others were custom builds. Just be sure to ask the seller any questions you need answered and reas the seller's feedback. Ask about waranty against DOA or bogus info. Make sure shipping cost is within reason as some people sell cheap and overcharge for shipping.
Another consideration would be to look for a gently used name brand, formerly leased units, or NOS(New, Old Stock) components at a greatly discounted cost to build your own.

The concern about unbranded PC's is the quality of the components that make up the PC, power supplies, for example.  If you know alot about components and which are good and which are not, then go ahead and ask questions before you bid.  I don't care to learn those kinds of details for the most part so I bought a Gateway and I'm happy.  I knew I was paying a little extra than getting an equivalent EMachine, or an unbranded equivalent, but I was after quality, especially after loosing a PC because crappy mobo caps.
